Modon Holding in Egypt:

Though headquartered in Abu Dhabi, Modon Holding (backed by sovereign fund ADQ) expanded into Egypt in October 2024, when ADQ formally appointed Modon as master developer for the mega coastal city Ras El Hekma, spanning 170 million sqm (~170 km²) on Egypt’s North Coast 

Ras El Hekma: Mega Coastal City:

Location: ~350 km northwest of Cairo, between Alexandria and Marsa Matrouh 

Total area: 170 M sqm; Phase 1 covers 50 M sqm under Modon, the rest via partners 

Timeline & Scale:

Initial UAE funding of ~$35 B—including $24 B for land rights

Investment expected to reach $110 B by 2045, contributing ≈ $25 B/year to Egypt’s GDP and generating ~750,000 jobs 

Designed to house up to 2 million residents and include over 40 km of green corridors 

Infrastructure & Amenities:

An international airport, a cruise terminal, and high-speed rail link to Cairo 

Marina, free‑zone, residential, hospitality, retail, offices, leisure, and entertainment districts (including golf by Valderrama, hotels from Accor brands) 

Built with smart‑city systems, IoT connectivity, and sustainable utilities infrastructure

Ras El Hekma Industrial Zone:

In March 2025, Modon Holding partnered with Elsewedy Industrial Development to establish a 10 million sqm industrial zone near Ras El Hekma 

Purpose: serve the megaproject with local building-materials production, advanced sustainable supplies, and localised supply chains 

Initial anchor partners include Elsewedy Electric, 3S Ready Mix Concrete (Hassan Allam), RAK Ceramics, and Hitech Concrete

Long-term vision: drive industrial innovation, regional exports (e.g., Libya, Europe), and generate 20,000+ permanent jobs alongside broader economic impact

Strategic Partnerships:

Modon has signed key MoUs and agreements with:

Orascom Construction – primary contractor for Phase 1

Elsewedy Electric, Etisalat Egypt (e& Egypt) – for smart infrastructure and connectivity 

Abu Dhabi Airports – airport planning & operations 

TAQA – energy, utilities, desalination collaborations 

Valderrama – golf communities, amenities planning
